5 Questions EU Buyers Are Already Asking Vietnamese Furniture Manufacturers

NDI analysis of supplier questionnaires and RFQ documents from Vietnamese furniture manufacturers shows five systematic questions being asked by European buyers — from German retailers to Dutch import agents to Scandinavian corporate procurement teams. Most Vietnamese manufacturers cannot fully answer any of them.

Commercial Enforcement Precedes Regulatory Enforcement

The ESPR enforcement date for furniture is 2028–2029. This is the date at which EU customs will block non-compliant products at the border. It is not the date at which DPP compliance begins to affect commercial relationships. That date has already passed.

NDI has collected and analyzed supplier questionnaires, RFQ documents, and contract clauses from Vietnamese furniture manufacturers operating in the HCMC-Binh Duong-Dong Nai export cluster. The data reveals a clear pattern: European buyers are systematically incorporating DPP-related questions into their supplier qualification processes.

The 5 Questions — With Vietnam Response Data

Q1 — Can you provide full timber traceability?

What buyers require: FSC or PEFC full Chain of Custody unbroken from forest to factory; scientific species name per timber component; country of harvest and concession or forest management unit identifier; deforestation-free declaration per EUDR Regulation (EU) 2023/1115.

Q2 — What substances are in your product?

What buyers require: SVHC declaration under REACH Article 33 (substances present >0.1% w/w), Safety Data Sheets for all applied chemical products (coatings, adhesives, treatments), formaldehyde emission certificate per EN 717-1 or EN 16516.

Vietnam response capability: Fewer than 5% of assessed manufacturers have any SVHC declaration data. SDS collection is absent for most component suppliers. Formaldehyde certificates are more common but often from product categories outside the buyer's specific SKU.

Q3 — What is the carbon footprint of this product?

What buyers require: ISO 14044-compliant Life Cycle Assessment, cradle-to-gate CO₂ per unit verified by a third party, Scope 3 upstream data from primary material suppliers.

Vietnam response capability: Fewer than 2% of assessed manufacturers have a completed LCA for any SKU. Scope 3 availability: near zero. Self-estimated figures presented as "carbon footprint" are rejected in buyer questionnaires requiring verified data.

Q4 — Who are your Tier 2 and Tier 3 suppliers?

What buyers require: Sub-supplier list by material category with country of origin and manufacturing site, certification status, SVHC mapping at the component level.

Vietnam response capability: Fewer than 10% of assessed manufacturers have any Tier 2 documentation. Tier 3 data: under 5%. The most common response is a partial Tier 1 list with no sub-supplier visibility.

Q5 — What is your DPP readiness timeline?

What buyers require: A documented compliance roadmap with milestones, responsible personnel, and estimated completion dates. Some buyers require a signed declaration of intent for DPP-ready supply by 2027 or 2028.

Vietnam response capability: Fewer than 1% of assessed manufacturers have a documented compliance plan. Most have not yet formally discussed DPP readiness internally.

These are not future requirements. They are in active contracts. If you cannot answer all 5 questions with documentation, you are already losing contract opportunities to manufacturers who can.
