Why a Weighted Multi-Dimensional Framework?

A DPP compliance checklist asks whether a manufacturer has a given document. A readiness framework asks whether the manufacturer is structurally capable of generating, verifying, and maintaining the data the DPP requires — across its supply chain, over time, at scale. These are fundamentally different questions, and only the second one predicts whether a manufacturer will actually be compliant on enforcement day.

The NDI 5-Dimension Framework was developed to provide a quantified, field-calibrated measure of DPP readiness for Vietnamese furniture manufacturers, built from pre-audit assessment data collected across 47 manufacturers in the HCMC, Binh Duong, and Dong Nai clusters during 2025–2026.

Dimension 1 — Supply Chain Traceability (25%)

The highest-weighted dimension reflects the structural complexity of supply chain data disclosure under ESPR Annex III. It assesses: Tier 1 supplier mapping completeness, Tier 2 Chain of Custody documentation, Tier 3 origin trace (extraction site, FSC/PEFC full CoC, EUDR compliance), and GS1 EPCIS 2.0 digital event records. Cluster average: 19/100. Maximum observed: 44/100.

This dimension carries 25% weight because it has the longest remediation timeline (6–18 months for full Tier 2/3 coverage), the highest external dependency (requires suppliers to change their own systems), and is the most common failure point in the cluster.

Dimension 4 — Carbon Footprint / LCA (20%)

Cluster average: 14/100 — the second-lowest score. Over 95% of assessed manufacturers have no LCA data in any form. ISO 14044-compliant Life Cycle Assessment, cradle-to-gate, third-party verified, is required for the carbon footprint field in Annex III of ESPR. Self-estimated figures are explicitly not accepted. A standard furniture LCA takes 4–8 months and costs €8,000–25,000 depending on product complexity and scope.

Dimension 5 — Digital Infrastructure (15%)

Cluster average: 8/100 — the lowest score, but strategically the last to address. GS1 Digital Link setup, EPCIS 2.0 API integration, and DPP hosting platform are meaningless without verified data to populate them. The mistake most manufacturers make is investing in digital infrastructure first. The framework's weighting reflects this: 15% is correctly the last dimension to build.

The Composite Score and What It Means

The highest composite score observed across 47 manufacturers is 41.2/100 — still below the MEDIUM threshold (41–60). The framework is not punitive: it is diagnostic. A score of 18.4/100 does not mean a manufacturer cannot achieve compliance. It means they have 18–24 months of structured work ahead, and the sequence of that work matters more than the budget allocated to it.

The dimension weights directly encode the sequence: fix D1 (Supply Chain, 25%) and D4 (LCA, 20%) first, because they have the longest lead times. D5 (Digital, 15%) is built last, on top of verified data.
