July 2024 — The Framework Is Already Active

Regulation (EU) 2024/1781 entered into force on 18 July 2024. This framework regulation does not itself mandate DPP for specific products — it creates the legal architecture. Sector-specific Delegated Acts translate the framework into binding requirements, one product group at a time.

The Delegated Act for furniture is expected in 2027 — likely Q2. Once published, it establishes mandatory data fields, verification standards, and the enforcement date. For furniture, that enforcement date is projected at 2028–2029.

Understanding the 18-Month Window

Every DPP mandate follows the same pattern: Delegated Act published → 18-month transition period → enforcement begins. The 18 months are the window in which manufacturers must build compliant data systems, engage suppliers, and complete internal audits.

Every furniture product placed on the EU market must carry a valid, accessible DPP. Non-compliant goods blocked at EU customs. EU buyers contractually require DPP evidence in supplier RFQs.

The Preparation Paradox — Why Start Now?

The specific data requirements for furniture won't be fully defined until the 2027 Delegated Act. This creates a preparation paradox: act before you know the exact requirements, or wait and lose the ability to act in time.

The resolution: the Framework Regulation's Annex III already defines the core mandatory data categories (material origin, chemical data, carbon footprint, supply chain traceability, repairability, QR identifier). The structural work — supply chain mapping, BOM documentation, LCA baseline, GS1 setup — takes 18–24 months and is required regardless of the final Delegated Act specifics.

The companies that will be DPP-ready in 2028–2029 are the ones that begin preparation in 2026, working from Annex III fields and expected Delegated Act requirements — even before they are formally enacted. Waiting for the DA to start is waiting too long.
